Summary

 

The VP Data Strategy and Governance is accountable to design and deliver enterprise scalable data solutions leveraging Microsoft Azure cloud technology that aggregate disparate data sources to reduce data duplication/redundancy, connect silos across the enterprise, leverage Microsoft for data democratization, drive efficiency and standardization in data delivery and reporting methodologies, and apply security and governance standards to meet all compliance and regulatory requirements.

 

This position provides oversight, leadership, and development of the data engineering, data movement, and analytics teams to formalize the enterprise data strategy and approach. Works closely with both the Medical Group and Health Plan’s clinical, operational, and financial leadership teams to align and drive data strategies that produce intelligence to support each core function of the enterprise.

 

Creates the data platform, leveraging Microsoft Azure, to provide the source of truth data sets across the enterprise along with enabling ML and AI technology to drive advanced insights via standard analytics platform.

 

Essential Duties And Responsibilities

 

  • Develops and implements enterprise scalable data strategy and solutions leveraging Microsoft Azure
  • Manages and oversees the data engineering, data movement, and analytics teams
  • Works closely with both the Medical Group and Health Plan’s clinical, operational, and financial leadership teams to align and drive data strategies
  • Creates standard analytics platform to serve standard reports and dashboards for the clinical, operations, and financial leadership
  • Implements and monitors data standards across the enterprise, data retention, and accessibility
  • Performs regular access reviews for all data across the enterprise
  • Implements solutions that maintain compliance and meets regulatory requirements
  • Aggregates data from multiple sources that are normalized into an enterprise data lake that can be consumed by different constituents that appropriately segregates Health Plan and Medical Group data sets
  • Develops and maintains a long-term strategic plan, accounting for growth projections, new business ventures, and requirements set forth by the executive team
  • Provides consultative support and services to the consumers of data to enrich how data is served to meet business requirements
  • Develops strategy to enable AI and ML capability to support decision making and real time insights
  • Identifies and performs data integrity checks and ensures a well-managed operating environment for production processing and serving data to consumers
  • Plans and implements security measures and preventive maintenance schedules; monitor and report on performance and usage.
  • Works closely with the Information Security Officer in the prioritization of remediation of vulnerability scan results and analysis of system security and collaborates to constantly improve our security posture.
  • Provides oversight on the disaster recovery testing on a regular and ongoing basis for the enterprise data strategy
  • Develops and administers archive strategy to maintain compliance and adhere to business requirements for data accessibility
  • Provides technical direction and assists in troubleshooting and resolving problems and ensures staff is monitoring alarms and alerts on equipment and ensures maximum uptime

  • Extensive knowledge of transforming, running, and maintaining cloud-based and hybrid services, as well as network, compute, storage, and databases
  • Data Governance and Archiving strategies
  • Proven experience in navigating complex organization structure, creative problem solving, and rational experimentation
  • Expert knowledge in Healthcare IT operations + delivery, designing secure, scalable and highly available infrastructure and cloud environment
  • Strong business acumen, with experience in understanding and shaping technology investments in support of company and IT strategy
  • Exposure to business process development, governance processes, management and budgeting.
  • Exceptional interpersonal and leadership skills around collaboration, facilitation, and working across cross functional teams
  • Experience with face paced growth environments and positioning technology to scale rapidly

 

EDUCATION

 

Bachelor's Degree Required, Masters Preferred (data sciences, computer science, engineering, information systems, business administration or other industry related curriculum)

 

Experience

 

  • Minimum of 15 years experience leading enterprise data strategy and analytics teams in a healthcare environment.
  • 15+ years of demonstrated knowledge of data strategy trends, best practices, and compliance + regulatory requirements.
  • 15+ years knowledge of health plan and medical group data sets
  • 10+ years knowledge of healthcare economics
  • Must have excellent analytical, organizational and communications skills.
  • Demonstrate an agile, adaptable mindset that enables effective complex problem solving
  • Knowledge of IT processes and procedures, including system backups, business continuity, disaster recovery, asset management, audits, and compliance.
  • Knowledge of IT security measures and best practices required to protect and maintain data integrity
